Fr. Rafael Arizaga to his Oblates, Friends, and Benefactors: On the upcoming Consecration
Posted by: Stone - 03-25-2022, 11:44 AM - Forum: Add'nl Clergy - No Replies

Dear Oblates, Friends and Benefactors,

I am writing to warn you about the false consecration that Pope Francis will carry out with many bishops of the world. It will use a formula of "consecration" that has as its purpose the "false peace”, using as a means to obtain it, a "consecration" of the Church, of humanity, and especially of Russia and Ukraine.

To begin with, the formula is ambiguous, it uses at the same level and without distinction, human peace and Divine Peace; human unity merges with Divine unity. The aforementioned consecration for "human unity" mixes this with the true consecration that will not be done, which is what the Blessed Virgin of Fatima has been asking to be done for 93 years, a consecration that implies asking for the separation of Russia from the rest of the world, to deliver it to Divine unity…so that Russia may belong to the Immaculate Heart of Mary! So that through Her it will belong to God, and not to purely human unity! (UN) that Jesus Christ never promised or sought.

This consecration is modernist, blasphemous, lying, hypocritical, and ambiguous. This formula implies that the Blessed Virgin Mary agrees to work for a false ecumenism of religious freedom. It implies that the Blessed Virgin Mary seeks Masonic peace. It implies that the Blessed Virgin Mary identifies with the Pachamama by also applying to Mary Most Holy the title that is applied in Chile to the Pachamama by the Mapuas, from being "Land of Heaven" to "Mother Earth”.

Pope Francis seeks with this "consecration" to align Russia and Ukraine with the "new world order" that seeks "peace", "the dreams of peace of the peoples and the hopes of the young" (Goal of the UN).

In other words, it seeks to consecrate Russia and Ukraine to the service of the new ideologies and the new Abrahamic religion. In the formula is included the word "fraternity" with a Masonic sense, attributing with blasphemy to the Blessed Virgin, Queen, the mission of "showing the peoples the path of fraternity". It is the same "peace" and "fraternity" of the UN to which Francis has asked us to submit on several occasions.

This “consecration”, being humanistic and ecumenical, necessarily seeks to consecrate us NOT to the Living God, but to the universal "god", "to the god of the world", to the god of the new world order, to Satan. In short, this event will be a diabolical prodigy with appearances of a miracle seeking to "deceive even the elect.”

In view of such great enthusiasm, I call on all of you and all Catholics not to join this "consecration." What we can do in reparation and obedience to the Blessed Virgin and to Our Most Holy Redeemer is to offer fasting, penance, prayer, and mortification this same March 25 in reparation to the Sacred Heart of Jesus and the Immaculate Heart of Mary for this unspeakable outrage towards their beloved and most sacred Hearts.

Let us make this offer as requested by the Blessed Virgin Mary to the children in Fatima:

"O my Jesus, it is for love of Thee, for the conversion of sinners and in reparation for the offenses committed against the Immaculate Heart of Mary."

Whatever we do in the day offer it to console the Heart of Mary and repeat throughout the day this ejaculation: "Immaculate Heart of Mary, be the salvation of my soul." It is the prayer that Jacinta made all the time.

May the Blessed Virgin Mary, Mediatrix of All Graces, forgive such an offense, and may she convert our hearts and have mercy on us in the great and imminent punishment announced by the apostasy and prevarication of Catholics who did not want to listen to or obey our Mother of Heaven.

With my Blessing,

Rev. Father Rafael OSB

U.I.O.G.D.

“That in all things God be Glorified."

Fr. Ruiz: Notice and Prayer for the Consecration of Russia to the Immaculate Heart
Posted by: Stone - 03-25-2022, 09:00 AM - Forum: Rev. Father Hugo Ruiz Vallejo - Replies (1)

From an email received March 25, 2022 [computer translated from the Spanish]:

CONSECRATION OF RUSSIA TO THE IMMACULATE HEART OF MARY

To recite with my faithful and friends on March 25, 2022, if possible at 3 p.m., if not at any time possible, beginning by reciting the Holy Rosary with arms outstretched.
Those who cannot say this Consecration on the 25th they can say as soon as possible. But everyone can renew it as many times as they wish.

WARNING

After the initiative of the Ukrainian bishops to ask Pope Francis for the consecration of Russia and Ukraine to the Immaculate Heart of Mary, from the later acceptance by the Pope and after the publication by the Vatican of the text that should be used for this purpose, I think it is necessary that I make my faithful and friends the following:

- As a matter of principle, we cannot be indifferent to an initiative that concerns the petition made through Sister Lucia in the Trinitarian apparition of June 13, 1929 and that concerns the future only from Russia but also from the world.

- The text of the consecration that has been published by the Vatican does not seem to conform perfectly to the requests of heaven. First, because Russia is not put as the main object of the consecration but at the end and only in a "special way" also equating it to Ukraine. This happens from a similar manner to several consecrations already made by previous Popes, who for not complying with all the conditions requested by heaven, did not obtain the conversion of Russia or the triumph of the Church, even if they obtained perhaps partial graces.

- This consecration has too many "dyes" and "shades" of what is "politically correct" in a current globalist, naturalistic and relativistic context. Expressions such as: “community of nations” (does reference to the UN?), "we are betraying the dreams of peace of the peoples" (as if today the "dreams of peace” of the peoples, who positively exclude the Social Reign of Christ, deserve to be respected as something legitimate, and better why not say that by the very fact they are a utopia?), "we are custodians of our neighbor and of our common home", "garden of the earth", "we consecrate to you... the aspirations of the peoples” (to what aspirations and to what peoples does it refer?), “land of Heaven”… There is too much insistence
on human ills and not so much on spiritual ills. Speaking of harmony and union between the peoples making too general a reference to God, not enough reference is made to the one Church of God which is the Catholic Church, the only true and only means of salvation.

- God set as a condition to grant world peace, an act of public reparation to the Immaculate Heart of Mary for so many offenses that have been committed in the world against Him, peace it will not come except through this act of reparation. The text of the consecration of Pope Francis seems more concerned with obtaining peace than with making an explicit reparation to the Immaculate Heart of Mary. The sins of the people are the cause of divine punishment, it is necessary first to ask for forgiveness, and not only pray for the peoples without first asking for the grace of the conversion of these peoples. The Vatican II Magisterium forgot the value of reparation and atonement to Divine justice, especially in the liturgy, and behold the results. In the end, what are the requests of the message of Our Lady of Fatima? in the following: CONVERSION, PENANCE, PRAYER AND SACRIFICE.

Dear faithful and friends, faced with a text that does not meet all the expectations of heaven expressed in the message of Fatima, I consider that it becomes necessary to use another to be able to make this consecration. If so I have allowed myself to prepare the text that follows of the consecration of Russia to the Immaculate Heart of Mary:

Father Hugo Ruiz V.

CONSECRATION OF RUSSIA TO THE IMMACULATE HEART OF MARY

[Image: ba0db2ea-0cb8-4195-80fc-b01e5e93c365.jpg]

Oh Mary, Mother of God and our Mother, who had the privilege of being Immaculate in Your whole being from the first instant of your Immaculate Conception, in anticipation of Your divine Maternity. To you, whom the Eternal Father wanted to associate His Son, the Eternal Word, in the redemptive work and that for this wanted to give You a mother's heart, an Immaculate Heart, a Heart so broad as the sands of the seashore, to comfort Jesus in the Calvary and to intercede for all humanity.

In a spirit of reparation, for so many offenses that humanity has committed against your Immaculate Heart, today we want to make a solemn act of expiation to console Him and through Him obtain the favor of the Most Sacred Heart of Jesus, your Divine Son.

In this hour of darkness that humanity lives, we come to entrust to your Immaculate Heart in a very special way to that poor Russian nation to which that You, by a merciful gesture, have decided to help. To that nation which, despite being separated from the Church by error, You have always professed a unique devotion. To that nation that has borne so long the yoke implacable communism and has been used by it to spread its mistakes around the world.

Seconding the wishes of God and Yours, today we want to consecrate Russia to Your Immaculate Heart so that He may obtain that grace that in a moment can change hearts, so that He uses this nation to spread throughout the world, not now the errors but the Faith of the true and only Church of Christ.

Mother of Mercy, Mother of God and our Mother, grant our humble petitions and grant humanity true peace, the peace of Christ in the kingdom of Christ. Amen.

Immaculate Heart of Mary!
Pray for us now and at the hour of our death!

Fr. Helmuts Libietis: Consecration Prayer of Russia to the Immaculate Heart of Mary [2022]
Posted by: Stone - 03-25-2022, 06:04 AM - Forum: Add'nl Clergy - No Replies

CONSECRATION OF RUSSIA TO THE IMMACULATE HEART OF MARY
by Fr. Helmuts Libietis [March 24, 2022]

O most Sorrowful and Immaculate Heart of Mary, today we belatedly come to you, lamenting our past neglect and indifference in consecrating Russia to your Immaculate Heart, in accordance with your requests made at Fatima, Portugal (1917); Pontevedra, Spain (1925), and Tuy, Spain (1929).

THE CONSECRATION OF RUSSIA

O Immaculate Heart of Mary, at Fatima in 1917, during the First World War, you showed the three children a vision of Hell and said: “You have seen Hell where the souls of poor sinners go. To save them, God wishes to establish in the world devotion to my Immaculate Heart. If what I say to you is done, many souls will be saved and there will be peace. The war is going to end―but if people do not cease offending God, a worse war will break out! … Know that God is about to punish the world for its crimes, by means of war, famine, and persecutions of the Church and of the Holy Father.”

You further said that, at some future date, you would come to formally ask for the consecration of Russia to your Immaculate Heart―in order to convert that nation and prevent it from spreading its errors throughout the world; provoking wars; annihilating nations; and persecuting the Church: “To prevent this, I shall come to ask for the consecration of Russia to my Immaculate Heart, and the Communion of Reparation on the First Saturdays. If my requests are heeded, Russia will be converted, and there will be peace―if not, Russia will spread her errors throughout the world, causing wars and persecutions of the Church. The good will be martyred, the Holy Father will have much to suffer, various nations will be annihilated. In the end, my Immaculate Heart will triumph. The Holy Father will consecrate Russia to me and she will be converted, and a period of peace will be granted to the world.”

Then, at Tuy (1929) you finally stated: “The moment has come in which God asks the Holy Father to make, in union with all the bishops of the world, the consecration of Russia to My Immaculate Heart, promising to save it by this means!”

Sadly, popes, clergy and laity have been either reticent or indifferent in fulfilling your commands. We have not fulfilled the consecration in accordance with your demands―namely, that Russia be specifically consecrated to your Immaculate Heart, and also in union with all the bishops of the world. Nor have we sufficiently spread and established, throughout the world, devotion to your Immaculate Heart.

We wish to make amends for this neglect and so, today, in union with all the bishops of the world [and anyone else who is participating in this act], we unequivocally, unambiguously and unreservedly consecrate Russia―both as a nation, together with all its individual persons―to your Immaculate Heart! We beg you to obtain from God, mercy for that nation and its people, and also the grace of conversion, so that Russia may return to unity of the One True Flock of Christ, from which it is separated by schism since 1054―as Jesus said: “What man of you, that has an hundred sheep, and if he shall lose one of them, does he not leave the ninety-nine and go after that which was lost, until he find it?” (Luke 15:4) … “Other sheep I have, that are not of this fold―them also I must bring, and they shall hear My voice, and there shall be one fold and one shepherd” (John 10:16), so “that they may be one, as We, Father, also are one” (John 17:22) and that there may be “One Lord, one Faith, one Baptism” (Ephesians 4:5).

O most Sorrowful and Immaculate Heart of Mary, Refuge of Sinners, kindly accept this belated consecration and obtain the grace of conversion for Russia and its people! Forgive them their sins! Save them from Hell! Lead them to penance, lest they perish! Bring them back to the One True Fold of the One, Holy, Catholic and Apostolic Church!

THE CONVERSION OF SINNERS

O most Sorrowful and Immaculate Heart of Mary, the Church teaches that the greatest and most serious sins are those against God and the Faith. Pope Pius XI wrote that Russia “is Bolshevistic and atheistic Communism, which aims at upsetting the social order and at undermining the very foundations of Christian civilization. In the face of such a threat, the Catholic Church could not and does not remain silent ... for it knows that its proper and social mission is to defend truth, justice and all those eternal values which Communism ignores or attacks” (Encyclical: Divini Redemptoris, 1937).

Our Lady of Fatima, you warned that Russia “will spread her errors throughout the world, causing wars and persecutions of the Church.” You also revealed, to Sister Lucia of Fatima, that Communism would take over the entire world! Those “errors of Russia”, which are the “errors of Atheistic Communism” are “errors of sin”―and today the whole world labors under those “errors of sin”―awaiting a total Communist takeover. That fatal error of sinfulness, justly and rightly, deserves Divine retribution, punishment and chastisement: “The wages of sin is death! … Sin hath reigned to death! … All have sinned, and do need the glory [mercy and grace] of God!” (Romans 6:23; 5:21; 3:23) ... “If we say that we have no sin, we deceive ourselves, and the truth is not in us! If we say that we have not sinned, we make Him a liar, and His word is not in us!” (1 John 1:8-10).

At Pontevedra in Spain (December 10, 1925), you appeared with the Child Jesus to Sr. Lucia. Jesus said: “Have compassion on the Heart of your Most Holy Mother, covered with thorns, with which ungrateful men pierce it at every moment―and there is no one to make an act of reparation to remove them!” You then revealed your Immaculate Heart and said: “Look at my Heart surrounded with thorns, with which ungrateful men pierce it at every moment by their blasphemies and ingratitude!”

At Tuy in Spain (June 13, 1929) you further said to Sr. Lucia: “So numerous are the souls which the justice of God condemns for sins committed against me, that I come to ask for reparation. Sacrifice yourself for this intention and pray!”

Later (May 30, 1930), your Son, Jesus, revealed to Sr. Lucia what the chief sins against you were:

● Blasphemies against the Immaculate Conception.
● Blasphemies against your perpetual Virginity.
● Blasphemies against your divine Maternity, while refusing at the same time to recognize you as the Mother of men.
● The blasphemies of those who publicly seek to place in the hearts of children indifference or scorn, or even hatred towards you.
● The offenses of those who outrage you directly in your holy images.

Jesus then added: “Move My mercy to forgive souls who have had the misfortune to offend her! Seek, unceasingly, through your prayers and sacrifices, to move My mercy with regard to these poor souls!”

O most Sorrowful and Immaculate Heart of Mary, at Fatima (1917) you said: “Are you willing to offer yourselves to God and bear all the sufferings He wills to send you, as an act of reparation for the conversion of sinners? … Then you are going to have much to suffer! … Sacrifice yourselves for sinners, and say many times, especially when you make some sacrifice: ‘O Jesus, it is for love of You, for the conversion of sinners, and in reparation for the sins committed against the Immaculate Heart of Mary!’” O most holy Mother of God―we offer ourselves to God through thy Immaculate Heart and are willing to bear uncomplainingly all the sufferings God will send us as an act of reparation for our own personal sins, the sins and blasphemies of others, and for the conversion of all sinners―not only in Russia, but in the whole world.

You also said at Fatima: “You have seen Hell where the souls of poor sinners go! To save them, God wishes to establish in the world devotion to my Immaculate Heart. If what I say to you is done, many souls will be saved!” Grant us the grace to be truly devoted to your Immaculate Heart and to spread that devotion to your Immaculate Heart throughout the world―beginning with those persons who surround us in our daily life―thereby hoping to make some reparation for the many blasphemies committed against your Immaculate Heart.

Grant us also the grace of being truly devoted to your Holy Rosary, for at Fatima you ceaselessly asked for the Rosary to be prayed: “Pray the Rosary every day to obtain peace for the world and the end of the war!” (May 1917) … “Pray the Rosary every day, to bring peace to the world and the end of the war!” … (June 1917) … “Continue to pray the Rosary every day in honor of Our Lady of the Rosary, in order to obtain peace for the world and the end of the war, because only she can help you! … If my requests are heeded, Russia will be converted!” (July 1917) … “Continue to pray the Rosary every day! … Pray, pray very much!” (August 1917) … “Continue to pray the Rosary in order to obtain the end of the war!” (September 1917) … “I am the Lady of the Rosary. Continue always to pray the Rosary every day!” (October 1917). Above all, obtain for us the grace to not merely “say” the Rosary, but to “pray” the Rosary―to meditate it, learn from it and put into practice what it contains. It is said that you will one day save the world through the Rosary and the Scapular! Hasten that hour! Hasten the hour of the Triumph of your Immaculate Heart―that you promised would take place! Hasten the hour of the conversion of Russia! Immaculate Heart of Mary―pray for us!

  About the March 25th Consecration
Posted by: Stone - 03-24-2022, 01:05 PM - Forum: General Commentary - No Replies

My dear friends,

There is much being said about Pope Francis' upcoming Consecration of Russia and Ukraine to the Immaculate Heart on March 25, 2022. Since the text of the formula being used was released a few days ago, it has caused a myriad of emotions.

Some believe that there is enough of the 'essentials' of Heaven's request to possibly fulfil the requirements (e.g. see here). If this is true, wouldn't it be incredibly ironic that one of the most corrupt popes in history (Pope Francis) may be the one to fulfill, more closely than Pius XII or JPII, the necessary requirements for the complete Consecration?

Others think that the formula and other requirements are not being completely done, that Francis' Consecration will fall into the same category as the Consecrations of Popes Pius XII and John Paul II - that of an incomplete Consecration (see here).

On the other hand, the sedevacantists and any one else who denies Francis is the pope, are screaming that this is a sacrilege because of the Conciliar verbiage and because of Pope Francis' errors.

Where the truth lies we don't know. We may have a better idea after the Consecration.

But whatever the outcome, the very best we laity can do is to try tomorrow to honor Our Lady, to make prayers of reparation, to offer ourselves to the Immaculate Heart, and to pray especially for the clergy, for it was to the pope and the bishops this dictate was given.

Let us leave aside all the clamor. Let us follow the advice of Fr. Hewko and Fr. Ruiz, who remind us to humbly offer our prayers in reparation to the Immaculate Heart. The rest is in God's Hands. He has foreseen all that will occur. March 25th is the Feast of the Annunciation. Let us imitate the great humility of Our Lady as She was greeted by the Angel Gabriel, whose feast is today. And may God's will be done.

THE UNCROSSABLE RED LINE: Viganò Responds to George Weigel at First Things
Written by  Carlo Maria Viganò

The Remnant | March 22, 2022

I was not a little amazed by the conflation of my identity with the personality of Colonel Grace-Groundling-Marchpole made by George Weigel in his commentary published on March 16 at First Things (here). My amazement derives from the curious way this article aligns with that of Weigel’s friend Roberto De Mattei, Riflessioni sull’anno che si apre [Reflections on the Year About to Begin], which appeared at Corrispondenza Romana on December 29, 2021 (here), about the alleged refutation of my statements to the United States Conference of Catholic Bishops (here) made, coincidentally, by Professor Weigel’s daughter, Dr. Gwyneth A. Spaeder (here) [curiously not in English but only in Italia], who is a pediatrician and the wife of an executive at one of the major consulting firms for the pharmaceutical industry.

De Mattei’s article also contains the insinuation that I can be counted among those who see conspiracies everywhere, following the established practice of delegitimizing the interlocutor by means of his psychiatrization. At least Weigel limited himself to presenting me as an eccentric conspiracy theorist, borrowing a character from Evelyn Waugh’s trilogy, Sword of Honor, while De Mattei also mentioned, in addition to the psychiatric délire d’intérpretation, the hypothesis of diabolical possession.

I wonder if seeing a certain ratio in the coordinated action of Weigel and De Mattei represents a “connecting dots that no rational person would imagine connecting or even think connectable” (quoting from the First Things article) or rather if it is not readily noticeable to anyone. It seems simplistic to dismiss everything with the accusation of “conspiracy theory” against those who denounce the plots instead of those who plot them, especially when the conspiracy is admitted by its own architects, starting with Soros’ involvement in the Euromaidan color revolution.  But if we see that a member of Pravij Sektor, Serhiy Dybynyn, was immortalized during the farce of the assault on the Capitol on January 6, 2021 (here and here), the idea that something is not exactly as they tell us starts to dawn even on people less inclined to “connect the dots.”

Of course it is very strange that, in the face of a series of facts agreed on both by doctors and scientists (with regard to criticism of the experimental serum) and by political scientists and experts in international strategy (with regard to the present Russian-Ukrainian crisis), these two friends and colleagues – De Mattei and Weigel – are undertaking a joint action against me, not because of what I say – they are careful not to refute anything I have said by debating the facts or producing clear evidence – but simply deciding ex cathedra that since I do not share their positions on the pandemic or the Ukrainian conflict, I must be silenced without appeal, because of an alleged duty of respect towards “their” truth.

Weigel has made his ruling: Supposedly I have crossed the uncrossable “red line” which he has drawn with his own hand by his own motu proprio. In listing the alleged “lies, slander and propaganda of the Kremlin” in my statement, Weigel does not realize that his statements are disproven by the documented facts, beginning with the bombing of the Mariupol children’s hospital (which had long been evacuated and used as a military barracks), as well as with what happened with the supposed “thousands of victims” of Russian bombs that destroyed the theater in the same city, a story which has been denied by the Ukrainian local authorities.

With regard to my statement on the Russian-Ukrainian crisis, which George Weigel calls an “encyclical” with debatable irony, a list of “manifestly false claims” has been drafted, evidently assuming that the readers of First Things have not read my statement. And one wonders if Weigel himself even read it, since everything that is disputed as false has actually been documented by me in my article, with sources and references to official news. Those who reproach me for “repeating the Kremlin propaganda point by point” should explain what in my analysis does not correspond to the reality of the facts, and why they do not consider the propaganda of the deep state to be such, which thus far has proven to falsify reality in a way that borders on the grotesque, beginning with the case of American biolabs on Ukrainian territory, whose existence has been denied by the White House but affirmed by the WHO (here), which asked that the pathogens be destroyed.

The Biden family’s involvement in Burisma and other corruption in Ukraine was even acknowledged by Joe Biden in a video, as was the media propaganda operation to cover up the evidence of collusion with the Ukrainian regime – and more – that was recovered on Hunter’s laptop (here).

The deliberate destruction of civilian infrastructure blamed on the Russians is proving – based on multiple testimonies of Ukrainian citizens – to have been caused largely by Zelensky’s militias, including neo-Nazi paramilitary formations, which have been denounced as guilty of war crimes by the UN and Amnesty International since the Euromaidan revolution. The sending of arms to Ukraine is causing very serious cases of summary justice, settling of scores and lynchings that have no legitimacy and that put the population in serious danger. A few days ago, a load of weapons was intercepted on a plane that officially was supposed to be bringing “humanitarian aid” from the Italian government to Ukraine.

The censorship in Europe of the broadcasters Russia Today and Sputnik is right in line with the unification of all the information platforms that Zelensky has ordered in recent days, and also the suppression of the eleven opposition parties (here): a strange way of implementing “Western values,” “democracy” and “freedom of the press.”

Soros’ role in the Maidan revolution was declared by the “philanthropist” himself (here), who took credit for financing the insurgency that led to the deposing of the democratically elected pro-Russian President Yanukovych and replacing him with Poroshenko, who was approved by the US and NATO.

The presence of neo-Nazi forces was declared by the US Congress, which in 2015 suspended the training of neo-Nazis of the Azov battalion in the US with an amendment that was later canceled due to pressure from the CIA (here).

The violations of the Kiev agreements and the persecution of the Russian-speaking minority in Donbass has been extensively documented by international organizations and the media that today censor their own news stories (here): more than 14,000 victims of this ethnic cleansing against Russian-speaking citizens are estimated. The Zelensky government not only did not oppose this violence by neo-Nazi groups, but deliberately denied it and regularized the Azov battalion as an official military force.

The ideological continuity between the pandemic farce and the Russian-Ukrainian crisis continues to emerge, beyond the evidence of the events and statements of the subjects involved, in the fact that the ultimate perpetrators of both are the same, all attributable to the globalist cabal of the World Economic Forum. By way of example, Secretary of State Tony Blinken is the founder of the strategic consulting firm WestExec Advisors, connected to the Davos Forum, which has over 20 of its people in the Biden Administration (here, here and here). Many WestExec employees have been or still are in very close relationship with the World Economic Forum, starting with Michelle Flournoy and Jamie Smith, as Politico has denounced (here).

These are not “conspiracy theories, but facts. Period!

Finally, with regard to my reference to the “Third Rome,” I am surprised that, in the presence of an imminent danger of escalation of the conflict, Weigel criticizes me for having used in a political sense an argument of the Russian role as opposing party, with the aim of demonstrating readiness for dialogue with a view to peace. From what I have written it is clear that I had no intention of giving a doctrinal basis or legitimization to a pan-Slavic or pan-Orthodox vision that, as a Roman Catholic, is not part of my cultural and religious heritage. On the contrary, it is curious that it is precisely the proponents of ecumenical dialogue who are tearing their garments over a topic that, without any exaggeration, could open the way for a return of the schismatic parts of the Eastern Church to Catholic unity.

This desire to interpret whatever I say in a negative sense is an indication of insincerity and a prejudice that goes against the Truth even before it goes against Charity. But when one lies about the reality that we have right in front of our eyes in order to please one’s masters, the truth is treated as an inconvenient tinsel and no longer as an attribute of God. And it is embarrassing, to say the least, to see how positions shared up until a few weeks before the conflict, are today denied and considered forms of collaboration or support for Russia.

I wish to strongly reiterate that my words must not be interpreted as a legitimization of the war, the primary victims of which are the Ukrainian people because of their government’s collusion with the deep state. My words are intended to be, as they were on the occasion of the pandemic farce, a call to the truth, a denunciation of the lies and falsifications of reality, an appeal to the use of critical judgment in front of the media narrative. Perhaps the fact that I have no superiors to whom I must respond, makes me an inconvenient person, and my position turns out to be incomprehensible to anyone who proves not to be intellectually independent.

Weigel’s article has one merit: it reveals to us the unsuspected proximity of a certain moderate conservatism with the demands of the deep church, and at the same time the subordination of the American neo-con world with the deep state and their Democratic accomplices.

On the other hand, I believe that the political and ideological position of George Weigel does not give rise to doubts, considering that his name appears, along with that of Dick Cheney, Donald Rumsfeld, Paul Wolfowitz and others, among the signatories of the PNAC, the Project for the New American Century, a research institute in which members of the Republican Party and neoconservatives find themselves significantly unanimous in supporting the arms race and in fueling hotbeds of war and terrorism everywhere, beginning with the war in Iraq (here).

The idea of American world leadership promoted by the PNAC is clearly at the basis of NATO’s eastward expansion and Ukraine's deliberate provocation of Russia, which sees itself practically under siege right up to its borders, in violation of the 1991 agreements. I do not want to imagine what would have happened if, reversing the story, a South American nation had allied itself with Moscow and installed military bases near the borders of the United States.

And it is not clear why NATO and the US can be considered authorized to invade foreign nations – as in the case of Kosovo – imposing by military might their concept of democracy and respect for human rights, while the Russian Federation cannot intervene in Ukraine to defend the citizens of Donbass after eight years of ethnic cleansing by neo-Nazi militias against the Russian-speaking minority, in violation of the stipulated agreements and in the presence of a report on these crimes by humanitarian associations.

I imagine that for those who lend themselves to these propaganda operations – which I do not know to what extent are devoid of personal interests – it is embarrassing to find themselves exposed by a retired Archbishop and Nuncio, because their enslavement to the narrative is extremely eloquent. It confirms, if ever there was a need, the shadows that in the past have surrounded their positions on other more strictly Catholic issues.

The action of these exponents of Catholic conservatism, who professed to be my friends until two years ago, writes the definitive and embarrassing obituary of what remained of their authority as Catholic thinkers and their independence as journalists – after their funeral has already taken place.

I ask all my faithful and friends to begin today the Triduum of Preparation for this Consecration. The text of the Consecration will be sent to you on March 24:

Recite a mystery of the Holy Rosary (you can say the entire Rosary if you wish) and add three times the invocation:

BREAKING: Text of Pope Francis’ consecration of ‘humanity, especially Russia and Ukraine’ released
The text of the 'Act of Consecration' has reportedly been released, naming Russia twice and using the phrase 'we entrust and consecrate.'

Tue Mar 22, 2022
VATICAN CIY (LifeSiteNews) – The wording of Pope Francis’ consecration of Russia and Ukraine to the Immaculate Heart of Mary has been released, with the Archdiocese of Saint Paul and Minneapolis releasing a pdf of the text on its website, along with Father John Stone, and has since been reported also by Catholic News Agency, although CNA did not provide any additional corroboration of the veracity of the text.

The consecration text does not mention Our Lady of Fatima at all, and mentions Russia only twice, when referencing Russia as an apparent addendum to the prayer.

The key section of the prayer reads: “Therefore, Mother of God and our Mother, to your Immaculate Heart we solemnly entrust and consecrate ourselves, the Church and all humanity, especially Russia and Ukraine.”

The full text of the prayer is found below.

Full text of the prayer to Our Lady:

Oh Mary, Mother of God and our mother, in this time of trial returned to you. As a mother you love us and know us: no concern of our hearts is hidden from you. Mother of mercy, how often we have experienced your watchful care and your peaceful presence! You never cease to guide us to Jesus, the Prince of Peace.

Yet we have strayed from that path of peace. We have forgotten the lesson learned from the tragedies of the last century the sacrifice of the millions who fell into world wars. We have disregarded the commitments we made as a community of nations. We have betrayed peoples’ dreams of peace and the hopes of the young. We grew sick with greed, we thought only of our own nations and their interests, we grew indifferent and caught up in our selfish needs and concerns.

We chose to ignore God, to be satisfied with our illusions, to grow arrogant and aggressive, to suppress innocent lives and to stockpile weapons. We stopped being our neighbor’s keepers and stewards of our common home. We have ravaged the garden of the earth with war and by our sins we have broken the heart of our heavenly Father, who desires us to be brothers and sisters. We grew indifferent to everyone and everything except ourselves.

Now with shame we cry out: Forgive us, Lord! Holy Mother, amid the misery of our sinfulness, amid our struggles and weaknesses, amid the mystery of iniquity that is evil and war, you remind us that God never abandons us, but continues to look upon us with love, ever ready to forgive us and raise us up to new life. He has given you to us and made your Immaculate Heart a refuge for the Church and for all humanity. By God’s gracious will, you are ever with us; even in the most troubled moments of our history, you are there to guide us with tender love.

We now turn to you and knock at the door of your heart. We are your beloved children. In every age you make yourself known to us, calling us to conversion. At this dark hour, help us and grant us your comfort. Say to us once more: “Am I not here, I who am your Mother?” You are able to untie the knots of our hearts and of our times. In you we place our trust.

We are confident that, especially in moments of trial, you will not be deaf to our supplication and will come to our aid. That is what you did at Cana in Galilee, when you interceded with Jesus and he worked the first of his signs. To preserve the joy of the wedding feast, you said to him: “They have no wine.” Now, O Mother, repeat those words and that prayer, for in our own day we have run out of the wine of hope, joy has fled, fraternity has faded. We have forgotten our humanity and squandered the gift of peace. We opened our hearts to violence and destructiveness.

How greatly we need your maternal help! Therefore, O Mother, hear our prayer. Star of the Sea, do not let us be shipwrecked in the tempest of war. Ark of the New Covenant, inspire projects and paths of reconciliation. Queen of Heaven, restore God’s peace to the world. Eliminate hatred and the thirst for revenge, and teach us forgiveness. Free us from war, protect our world from the menace of nuclear weapons. Queen of the Rosary, make us realize our need to pray and to love. Queen of the Human Family, show people the path of fraternity. Queen of Peace, obtain peace for our world.

O Mother, may your sorrowful plea stir our hardened hearts. May the tears you shed for us make this valley parched by our hatred blossom anew. Amid the thunder of weapons, may your prayer turn our thoughts to peace. May your maternal touch soothe those who suffer and flee from the rain of bombs. May your motherly embrace comfort those forced to leave their homes and their native land. May your Sorrowful Heart move us to compassion and inspire us to open our doors and to care for our brothers and sisters who are injured and cast aside.

Holy Mother of God, as you stood beneath the cross, Jesus, seeing the disciple at your side, said: “Behold your son.” In this way he entrusted each of us to you. To the disciple, and to each of us, he said: “Behold, your Mother.” Mother Mary, we now desire to welcome you into our lives and our history. At this hour, a weary and distraught humanity stands with you beneath the cross, needing to entrust itself to you and, through you, to consecrate itself to Christ.

The people of Ukraine and Russia, who venerate you with great love, now turn to you, even as your heart beats with compassion for them and for all those peoples decimated by war, hunger, injustice and poverty.

Therefore, Mother of God and our Mother, to your Immaculate Heart we solemnly entrust and consecrate ourselves, the Church and all humanity, especially Russia and Ukraine. Accept this act that we carry out with confidence and love. Grant that war may end and peace spread throughout the world. The “Fiat” that arose from your heart opened the doors of history to the Prince of Peace. We trust that, through your heart, peace will dawn once more. To you we consecrate the future of the whole human family, the needs and expectations of every people, the anxieties and hopes of the world.

Through your intercession, may God’s mercy be poured out on the earth and the gentle rhythm of peace return to mark our days. Our Lady of the “Fiat,” on whom the Holy Spirit descended, restore among us the harmony that comes from God.

May you, our “living fountain of hope,” water the dryness of our hearts. In your womb Jesus took flesh; help us to foster the growth of communion. You once trod the streets of our world; lead us now on the paths of peace. Amen.

Pope Francis now says he will consecrate ‘humanity, especially Russia and Ukraine’ to the Immaculate Heart
This has led to doubts as to whether Friday’s consecration will fulfil the requests made to the late Sister Lucia dos Santos of Fatima.

Mon Mar 21, 2022
VATICAN CITY (LifeSiteNews) — After vowing to consecrate Russia and Ukraine to the Immaculate Heart of Mary, Pope Francis has now said he will consecrate ‘humanity’ to the Immaculate Heart.

This has led to doubts as to whether Friday’s consecration will fulfil the requests the late Sister Lucia dos Santos of Fatima said were made by the Blessed Virgin Mary in 1917 and 1929.

Following the prayer of the Angelus in St. Peter’s Square on Sunday, Francis said to the crowd: “I invite every community and all the faithful to unite with me on Friday March 25, the Solemnity of the Annunciation, to the Solemn Act of Consecration of humanity, especially Russia and Ukraine, to the Immaculate Heart of Mary, so that she, the Queen of Peace, may help us obtain peace.”

This differs from the March 15 announcement by the Holy See Press Office which made no mention of “humanity” and said that “Pope Francis will consecrate Russia and Ukraine to the Immaculate Heart of Mary”:

On Friday 25 March, during the Celebration of Penance at which he will preside at 17.00 in Saint Peter’s Basilica, Pope Francis will consecrate Russia and Ukraine to the Immaculate Heart of Mary. The same act, on the same day, will be carried out in Fatima by His Eminence Cardinal Krajewski, Apostolic Almoner, as envoy of the Holy Father.

The March 15 announcement came after an appeal made by the Ukrainian Catholic bishops to Pope Francis to consecrate Russia and Ukraine to the Immaculate Heart of Mary “as requested by the Blessed Virgin in Fatima.”
Following the Vatican’s March 15 announcement, faithful Catholics expressed concern that the planned consecration might still not meet  the requirements outlined by Our Lady, namely for all the bishops of the world to make the consecration in union with the Pontiff.

But in a letter dated March 17, the Apostolic Nuncio to the United States informed Archbishop Jose H. Gomez, president of the U.S. Conference of Catholic Bishops, that the Pope intended to invite all the bishops of the world to join in the consecration. This was confirmed by the Vatican the next day.

The letter also mentioned that the exact text of the consecration would be issued to all the bishops.

“In the coming days, the Holy Father will address a letter of invitation to the Bishops, enclosing the text of the Prayer of Consecration in the various languages,” the letter read.

Though the text of the consecration has not yet been released, Francis’ comment on Sunday seems to indicate that the scope of the consecration has now been broadened to include the whole of mankind.
According to German Catholic news outlet Katholisches.info,Vatican officials have pressed Pope Francis to tone down the “Eurocentric” emphasis of the consecration.

This could spark further doubts regarding next Friday’s consecration, as many believe that not only must Russia be mentioned explicitly but that it also needs to be the main object of the consecration.

For these reasons, many Catholics insist that Pope John-Paul II’s consecration of the world in 1984 did not fulfil heaven’s request.

SSPX thanks Pope Francis for consecration of Russia and Ukraine
'[T]he Society of Saint Pius X is happy to see the request of Our Lady of Fatima taken into account.'

Mon Mar 21, 2022
MENZINGEN, Switzerland (LifeSiteNews) — The Society of Saint Pius X (SSPX) said on March 19 that it supports Pope Francis’ consecration of Russia and Ukraine to the Immaculate Heart of Mary.

The consecration is scheduled to take place on March 25, and Pope Francis has asked all bishops to participate.

“After a long wait, punctuated by fervent crusades and assiduous recitation of rosaries, the Society of Saint Pius X is happy to see the request of Our Lady of Fatima taken into account, which called for a solemn act by the Pope in union with all the bishops,” the SSPX said in a statement from its General House.

“The Society of Saint Pius X places its trust more than ever in the recitation of the rosary and in the practice of penance,” the SSPX stated. “It prays in a special way for peace in the world, ever more convinced that nations will only find concord by a true conversion to Christ the King, through the Immaculate Heart of Mary.”

Benedict XVI to participate in Pope Francis’ consecration of Russia and Ukraine
The news was confirmed by Archbishop Georg Gänswein, the personal secretary to the retired pope.

Mon Mar 21, 2022
VATICAN CITY (LifeSiteNews) — Pope Emeritus Benedict XVI plans to join the consecration of Russia and Ukraine to the Immaculate Heart of Mary on March 25.

Archbishop Georg Gänswein, the personal secretary to the retired pope, confirmed to Catholic News Agency that Pope Benedict will join the consecration. CNA said it is likely the Pope Emeritus will do it privately and not with Pope Francis in a public ceremony.

“Of course, Pope Emeritus Benedict XVI will join Pope Francis’ call in prayer with regard to the consecration of Russia and Ukraine to the Immaculate Heart of Mary,” Gänswein told CNA.

Pope Francis has asked, but not ordered, all bishops to participate in the consecration of Russia and Ukraine.

Bishop Athanasius Schneider has written a prayer to be said daily to prepare for the consecration.

Bp. Schneider told LifeSiteNews why he wants all bishops to join in the consecration: “At a time when the Church and the world are passing through an unprecedented spiritual crisis, the common collegial act of consecration to the Immaculate Heart, made by the Pope in union with the world’s bishops, will be a powerful instrument for Divine Providence to pour out those special graces which the Church and the world so urgently need.”

A list of some of the bishops who plan to participate so far can be found here.

  Ascension Thursday

Ascension Thursday, no longer a Holy Day of Obligation in Kansas SSPX. This has been weighing heavy on my heart for a few years now.

I cannot believe that people have not waken up to the direction of the SSPX. I feel like God said, "Okay, you didn't realize that the SSPX compromised back in 2012 with the 2012 Declaration, saying that the new Mass was legitimately promulgated, recognizes the new code of Canon of Law of 1983, etc...So now, Ascension Thursday is no longer a Holy Day of Obligation...that should be a red flag, easy for all to see and understand...but no, you just go along with it. Your children are going to grow up without Ascension Thursday, with no meaning, soon forgotten."

The St. Marys parish bulletin says, Ascension Thursday is no longer a Holy Day of Obligation, but sanctify the day...really? The church bulletin can be found here.

Vatican calls for suspending intellectual property rights to distribute more COVID vaccines
COVID vaccine pushers have used the endorsement of Pope Francis as an excuse to disregard religious refusal of the shots.

Sat Mar 19, 2022
GENEVA (LifeSiteNews) — The Vatican again declared this week the COVID-19 vaccines a public good warranting significant public action to disseminate globally, despite their use of aborted fetal cells causing great moral anguish for millions of Catholics and other Christians.

Vatican News reports that the Vatican Permanent Mission to the United Nations and Other International Organizations issued a statement Wednesday to the 49th Session of the United Nations Human Rights Council, warning that “barriers impeding the equitable access to, and distribution of vaccines, medicines and health-related technologies are deeply connected to the effects of intellectual property rights (IPRs).”

Declaring that health care for all should “never be subjugated to private interests,” the statement called for the “sharing of research, knowledge and supplies, also with a view to promoting integral human development globally,” in this case meaning that IPRs should temporarily be suspended for the sake of more widely and equitably distributing the COVID shots.

Such endorsements disregard the fact that the most widely-used COVID-19 vaccines used human cells derived from aborted babies to varying degrees in their development, which Christians recognize as an intolerable violation of the sanctity of human life. The AstraZeneca and Johnson & Johnson shots, for instance, were developed with aborted fetal cells, whereas the Pfizer and Moderna shots were not, but their developers did use such cells during the testing phase.

Catholic teaching traditionally holds that abortion-tainted medical interventions are to be avoided if possible, though in cases where there is no better alternative to preserve life the decision should be left to individual conscience. Some bishops have argued that taking abortion-tainted vaccines is intrinsically evil, no matter the circumstances. Yet Pope Francis’s endorsement of the COVID vaccines has been cited from corporations all the way to the White House as justification for disregarding religious objections to taking them.

The Vatican’s promotion of the COVID vaccines also disregards significant unresolved doubts as to their safety in light of reports of significant numbers of adverse events including myocarditis, pericarditis, Guillain-Barre syndrome, and more; as well as their effectiveness and necessity in light of their inability to prevent transmission and the longer-lasting protection of natural immunity.

Praedicate evangelium: Pope Francis reforms Roman Curia with launch of Vatican constitution

CNA | Vatican City, Mar 19, 2022

The Vatican published on Saturday a long-awaited document implementing Pope Francis’ reform of the organization and structure of the Roman Curia.

The apostolic constitution, Praedicate evangelium (“Preach the Gospel”), was released initially only in Italian on March 19 after nine years in production by the pope’s Council of Cardinal Advisers.

The constitution underlines that “any member of the faithful” can lead one of newly constituted Vatican dicasteries or other bodies, “given their particular competence, power of governance and function.”

Praedicate evangelium replaces Pastor bonus, the apostolic constitution on the Roman Curia promulgated by Pope John Paul II on June 28, 1988, and later modified by both popes Benedict and Francis.

With the publication of the new constitution, Pastor bonus is “fully abrogated and replaced.”

The constitution was issued on the Solemnity of St. Joseph, husband of the Blessed Virgin Mary, the ninth anniversary of the inauguration of Pope Francis’ pontificate. It will take full effect on June 5, the Solemnity of Pentecost.

No more congregations or pontifical councils

Under the new constitution, all the Vatican’s main departments are now known as “dicasteries.” The powerful Vatican Congregation for the Doctrine of the Faith, for example, will now be called the “Dicastery for the Doctrine of the Faith.”

Along with removing the title “congregation” from Vatican departments, the new constitution renames pontifical councils as “dicasteries.”

The constitution says: “The Roman Curia is composed of the Secretariat of State, the Dicasteries and other bodies, all juridically equal to each other.”

The 16 dicasteries are as follows:
  • Dicastery for Evangelization
  • Dicastery for the Doctrine of the Faith
  • Dicastery for the Service of Charity
  • Dicastery for the Eastern Churches
  • Dicastery for Divine Worship and the Discipline of the Sacraments
  • Dicastery for the Causes of Saints
  • Dicastery for Bishops
  • Dicastery for the Clergy
  • Dicastery for Institutes of Consecrated Life and Societies of Apostolic Life
  • Dicastery for the Laity, Family, and Life
  • Dicastery for Promoting Christian Unity
  • Dicastery for Interreligious Dialogue
  • Department for Culture and Education
  • Dicastery for Promoting Integral Human Development
  • Dicastery for Legislative Texts
  • Dicastery for Communication

The document explains that “it became necessary to reduce the number of departments, joining together those whose purpose was very similar or complementary, and rationalize their functions with the aim of avoiding overlapping of competencies and making their work more effective.”

Evangelization at the center

In a significant change, the Pontifical Council for Promoting the New Evangelization and the Congregation for the Evangelization of Peoples, responsible for mission work, are merged into the Dicastery for Evangelization, presided over directly by the pope.

The Dicastery for Evangelization is listed first among the dicasteries in the document, indicating its centrality in the new structure of the Roman Curia.

The dicastery will have two sections, one for “fundamental questions of evangelization in the world” and another “for the first evangelization and the new particular Churches in the territories of its competence.”

Each section will be governed in the pope’s name by a “pro-prefect.”

A Dicastery for the Doctrine of the Faith

The document confirms changes to the former Congregation for the Doctrine of the Faith unveiled by Pope Francis in February.

The pope reorganized the internal structure of the Vatican’s doctrine office into two sections: a doctrinal section and a disciplinary section.

Setting out the doctrinal section’s responsibilities, the new constitution says that it works in close contact with Church leaders around the world “in the exercise of their mission as authentic teachers and teachers of the faith, for which they are bound to safeguard and promote the integrity of that faith.”

The section “examines writings and opinions that appear contrary or harmful to the right faith and morals; it seeks dialogue with their authors and presents suitable remedies to be made, in accordance with its own norms.”

It also “endeavors to ensure that there is an adequate refutation of the dangerous errors and doctrines which are spread among the Christian people.”

Safeguarding change

The document explains that the Pontifical Commission for the Protection of Minors is “established within the Dicastery” for the Doctrine of the Faith.

“Its task is to provide the Roman Pontiff with advice and counsel and to propose the most appropriate initiatives for the protection of minors and vulnerable persons,” it says.

Cardinal Seán O’Malley, president of the pontifical commission, welcomed the change.

He said: “For the first time, Pope Francis has made safeguarding and the protection of minors a fundamental part of the structure of the Church’s central government: the Roman Curia.”

“Linking the commission more closely with the work of the new Dicastery for the Doctrine of the Faith represents a significant move forward in upgrading the place and mandate of the commission which can only lead to a stronger culture of safeguarding throughout the Curia and the entire Church.”

“Maintaining its status as a separate body within the dicastery that enjoys direct access to the Holy Father and with its own leadership and staffing, the renewed and re-affirmed Pontifical Commission will play an increasingly incisive role in ensuring the Church is a safe place for children and vulnerable persons.”

O’Malley, the archbishop of Boston, is a member of the Council of Cardinal Advisers which advised the pope on the new constitution.

Emphasis on charity

The Office of Papal Charities, run by the papal almoner Cardinal Konrad Krajewski, becomes the new Dicastery for the Service of Charity.

According to Vatican News, the changes give the office “a more significant role in the Curia.”

Worship, liturgical books, and the extraordinary form

The constitution says that the newly named Dicastery for Divine Worship and the Discipline of the Sacraments is responsible for arranging “the drafting or revision and updating of the typical [original Latin] editions of liturgical books.”

“The dicastery confirms the translations of liturgical books into current languages and gives recognitio [formal recognition] to their appropriate adaptations to local cultures, legitimately approved by the bishops’ conferences,” it says.

It adds that “the dicastery deals with the regulation and discipline of the sacred liturgy as regards the extraordinary form of the Roman Rite.”

Pope Francis imposed tight restrictions on the celebration of extraordinary form Masses — also known as Traditional Latin Masses — in his July 2021 apostolic letter Traditionis custodes.

Other innovations (!)

Regarding the body now known as the Dicastery for the Causes of Saints, the new constitution says: “It is for the dicastery to judge the granting of the title of Doctor of the Church to a saint, after having obtained the vote of the Dicastery for the Doctrine of the Faith concerning their eminent doctrine.”

The Pontifical Council for Culture and the Congregation for Catholic Education are united in the Dicastery for Culture and Education, which is divided into two sections.

Powers of the Secretariat of State

Early drafts of the constitution were said to have given wide powers to the Vatican Secretariat of State, which already occupied a central position within the Roman Curia. In the final version, the Secretariat of State is listed before the 16 dicasteries.

The published document says that the institution, overseen by Vatican Secretary of State Cardinal Pietro Parolin, “closely assists the Roman Pontiff in the exercise of his supreme mission.”

It describes the tasks of the Secretariat’s three sections: the Section for General Affairs; the Section for Relations with States and International Organizations; and the Section for Diplomatic Personnel of the Holy See.

The first section has broad responsibilities, including “attending to the handling of affairs concerning the daily service of the Roman Pontiff,” coordinating the work of dicasteries “without prejudice to their autonomy,” drafting papal documents such as apostolic letters, and giving “indications to the Dicastery for Communication regarding official communications concerning both the acts of the Roman Pontiff and the activity of the Holy See.”

Further novelities (!!)

Highlighting other novelties in the text, Vatican News noted that the Secretariat of State is defined as a “papal secretariat,” the Curia Personnel Office is transferred to the Secretariat for the Economy, and “the Administration of the Patrimony of the Apostolic See (APSA) must carry out its work through the instrumental activity of the Institute for the Works of Religion,” also known as the “Vatican bank.”

“The constitution also establishes that for clerics and religious serving in the Roman Curia, the mandate is for five years and may be renewed for a second five-year term, at the end of which they return to their dioceses and communities of origin,” the Vatican’s online news portal said.

Goals of the reform

The goals of the reform are set out in a section of the new constitution called “Principles and criteria for the service of the Roman Curia.”

It sets out 11 guiding principles: “Service to the Pope’s mission,” “ Co-responsibility in the communio,” “Service to the mission of the Bishops,” “Support for the particular Churches and their Episcopal Conferences and Eastern hierarchical structures,” “The vicarious nature of the Roman Curia,” “Spirituality,” “Personal integrity and professionalism,” “Collaboration between the Dicasteries,” “Interdicasterial and intradicasterial meetings,” “Expression of catholicity,” and “Reduction of Dicasteries.”

As well as defining the competencies of the 16 dicasteries, the 54-page constitution outlines the role of other Vatican institutions, including judicial bodies such as the Apostolic Penitentiary, economic organizations such as the Office of the Auditor General, and other offices such as the Prefecture of the Papal Household.

It lists the duties of the Camerlengo of the Holy Roman Church, currently Cardinal Kevin Farrell, who oversees the functioning of the Vatican during a papal interregnum.

It also defines the qualities expected of lawyers working for the Holy See, who are required “to lead an integral and exemplary Christian life and to carry out the duties entrusted to them with the utmost conscience and for the good of the Church.”

A 9-year journey to publication

On his election in 2013, Pope Francis was widely seen as having a mandate to reform the Roman Curia. Over the first nine years of his pontificate, he issued decrees changing Vatican law and structures, which are reflected in the text of the new constitution.

The Council of Cardinals finished the first draft of the new constitution in 2018. The text was then circulated among the presidents of national bishops’ conferences, dicasteries of the Roman Curia, synods of the Eastern Churches, conferences of major superiors, and select pontifical universities for feedback in 2019.

The cardinals met in February 2020 for “an in-depth re-reading and revision” of the document.

Amid the coronavirus pandemic, they continued to review the text at virtual meetings with Pope Francis.

Seven cardinals currently serve on the Council of Cardinals, helped by secretary Bishop Marco Mellino: Honduran Cardinal Óscar Andrés Rodríguez Maradiaga, who acts as coordinator; Vatican Secretary of State Cardinal Pietro Parolin; Cardinal Giuseppe Bertello, president of the Pontifical Commission for the Vatican City State; Indian Cardinal Oswald Gracias of Bombay; German Cardinal Reinhard Marx of Munich and Freising; the U.S. Cardinal O’Malley; and Congolese Cardinal Fridolin Ambongo Besungu of Kinshasa.

In January 2021, Parolin said that “considerable progress” had already been made in the pope’s reform of the Roman Curia, particularly with regard to Vatican finances, pointing to the creation of the Council for the Economy, the Secretariat for the Economy, and the Office of the Revisor General.

He added that further reforms could include the merger of the Congregation for the Evangelization of Peoples with the Pontifical Council for the New Evangelization and the combination of the Congregation for Catholic Education with the Pontifical Council for Culture.

“But these are minor actions compared to what has already been done,” he said. “Now it is a question of giving homogeneity to all the reforms which have been made, by means of the new apostolic constitution.”

Formal unveiling

The Vatican will formally present the new constitution at a press conference on Monday, March 21.

Speakers will include Cardinal Marcello Semeraro, prefect of the Congregation for the Causes of Saints, Bishop Mellino, and canon law expert Father Gianfranco Ghirlanda, S.J.

The new constitution refers to previous reforms of the Roman Curia in past centuries. It highlights reforms instituted in the 20th century by Pope Paul VI and Pope John Paul II.

It says: “In continuity with these two recent reforms and with gratitude for the generous and competent service that over time so many members of the Curia have offered to the Roman Pontiff and to the universal Church, this new apostolic constitution proposes to better harmonize the current exercise of the Curia’s service with the path of evangelization that the Church, especially in this season, is living.”
